GLCA Board Meeting: May 27, 2023

Town comprehensive plan – meeting for GLCA: The Town of Galway is preparing an update to the Town’s Comprehensive Plan, which was last updated in 2002.

It was announced that a meeting is scheduled for Tuesday, June 20 at 7 p.m. at the Galway High School Auditorium for Lake Association members to share their thoughts toward the development of the Plan, including such topics as environmental challenges, town code, water and sewer for lake area – see meeting announcement. The Comprehensive Plan is intended to create a community vision, identify long-range planning needs, and guide local land use policies.

Lake quality:

  • Conservation: In the Conservation Committee report, Ed Piotrowski, reported that Galway is continuing to participate in the NYS Citizens Statewide Lake Assessment Program (CSLAP) program and to conduct water testing. This participation began in 1990. The committee is also considering a fish study and will present its proposal to the Board.
  • Lake level: Kurt Ladu reported that the lake, at the time of the meeting, was full at 20.74 feet. The fall drawdown of 7 feet began on October 22, 2022, and was completed by December 4, 2022. The ice was out by April 7, 2023.
  • Lake preservation: Bruce Rowell reviewed lake preservation initiatives, including continued monitoring of bacterial levels, weeds in the lake, and identification of nutrient sources.
  • Septic pump-out: The Board decided to renew the septic pump-out program with Odorless Sanitary Cleaners at $225/participating camp. GLCA members in good standing can receive reimbursement every two years for pumping up to 1,000 gallons of septic waste. The use of the program is growing, which has been identified as aiding in lake preservation.

Facilities:

  • Dam: The engineering inspection of the dam has been completed and submitted. Tree trimming is planned, along with an increase in mowing from two times to three times per year in the vicinity of the dam. Signage has been posted that there is no access to/jumping from the dam structure into the water. The Emergency Action Plan (EAP), per NYS Department of Environmental Conservation, requirements, has been completed; this project was headed by Lisa O’Connor. 

Finances:

  • Budget and dues: The Board reviewed and endorsed the proposed 2023 budget and a proposed dues amount of $275 for positive action of the membership at the annual meeting in July 2023. Secretary-Treasurer Peter Zakriski reported that dues payments were at 95% to date, compared to 94% last year.
  • Financial records: Communication was read from Mark Cieslak on his review of GLCA financial records for July 1, 2021-June 30, 2022. He found the records to be in excellent condition and in accordance with appropriate accounting procedures.

Organizational matters:

  • Directory: The 2023 GLCA directory is being completed. Appreciation was expressed for Sue Lantelme’s work preparing the directory.
  • Committees: President Glen Rundell announced the following new appointments of committee chairs: Facilities Management – David Hennel; Communications – Beth Krueger; and Membership Engagement – Hasna Kaddo. Continuing as Chairs are Lake Preservation Committee – Bruce Rowell; Income Maintenance and Insurance – Peter Zakriski; Level Level – Kurt Ladu; and Conservation – Ed Piotrowski.
